Community Based Monitoring Systems in the Philippines.

The process of Implementing policies and programs is hindered when an accurate depiction of what characterizes the most pressing needs is not available.  CBMS presents a solution to this by generating data at the local level, to better inform policy makers in their decision making.  Community members at the lowest level of governance, the barangay, collect and collate data and use it to best prioritize the funds they are allocated from the state to undertake development activities.  This piece illustrates this process.
